It is pointless to have laws which can not be effectively executed. Copyright owners are lobbying the HKSAR Govt to criminalize downloading pirated music/movie/software. They are aiming at Bittorrent. They are however chasing a moving target. Keywords they and the HKSAR Govt should look up on: encryption, tor, freenet.
Bittorrent was never meant to be anonymous. Whoever uses BT to distribute copyrighted material is only asking to be prosecuted or sued. For “Big Crook” the question was never whether he could get away with it or not, it was whether jail time or financial ruin for him.
Criminalizing downloading wouldn’t change a thing.
